codepen — i used to use this, it isn't terrible but it takes a while to load new changes
w3schools — doesn't always have the most up-to-date or efficient way to do things but it's good for learning the basics
7.css — premade css that mimics the look of windows 7
webmastering — a website with a bunch of information to help you make a website!
sadgrl's resources — an awesome collection of tutorials, snippets, and various tools
teppy's layouts — a good starting point! so many themes
repth's themes — another great starting point with lots of cute themes, both static and responsive!

picmix — legitimately a great resource if you love putting little images around. it's how i got most of the images here
